Batman was busy with the Arkham and Blackgate break out orchestrated by the Joker and Harley Quinn, so Superman was on monitor duty for anything going on with the rest of the world. "Where is everyone?" He asked himself, wondering if any number of people was behind this, Lex? Ares? Mongul? Brainiac? It could be anyone and he had no leads whatsoever at the moment.
